One and a half times life size bronze bust of John Joseph Hearne who drafted the Irish Constitution in 1937. Born in Waterford City, Hearne was barrister and a diplomat and was the first ever Irish Ambassador to the United States of America, and famously started the tradition of presenting shamrock to the American President on St. Patrick’s Day.
